The Aswan High Dam in Egypt was constructed between 1960 and 1970 and was filled during the following years, reaching its full capacity in 1976 (e.g. see Egypt Scott 1003, issued in 1976). The dam was designed to regulate the annual flooding of the Nile, to store water for agriculture, to minimize the impacts of droughts and to produce hydroelectricity. It has had a major impact on both the economy and the culture of Egypt. Lake Nasser, which formed upstream of the dam, displaced more than 100,000 people, and many historic monuments were at risk, including Abu Simbel and Philae. Those and others were transferred to higher ground under an international project to save the monuments that was launched by UNESCO in 1960. The project lasted for 20 years. The move of Abu Simbel was completed in 1968. The move of Philae began in 1976 and was completed in 1980. In total during the 20-year campaign, 22 monuments and architectural complexes were relocated.

There are a large number of philatelic items from many countries that were issued in support of the UNESCO campaign. This table includes items that refer to the campaign explicitly or implicitly. They may or may not depict in some fashion flooded monuments or parts of monuments, or rising waters threatening to flood them. In a few cases are also included items not related to UNESCO but nevertheless referring to saving the Nubian monuments.

1The Mt. Jinshan (Gold Mountain) Temple was built by the eastern Jin Dynasty some 1600 years ago in the Hangzhou area. It is the birthplace of the Chinese Buddhist Liberation Rite of Water. The flooding of the Jinshan Temple is a story from the Chinese Legend of the White Snake, and revolves around the conflict between the White Snake (in human form, Lady Bai Suzhen) and Fa Hai, a Buddhist monk in the Temple. After her husband Xu Xian was tricked into going to Mt. Jinshan by Fa Hai, Lady Bai and her maid Xiaoqing threw their embroidered shoes into the river, which had the immediate effect of diverting water from the East Sea and inundating the Jinshan Temple. But Fa Hai threw off his kasaya (cassock) which became an embankment which helped to keep the water out. That time, his magic was stronger than that of Lady Bai.

3The AQ sheets (from acqua, or water) were the first form of postal stationery in the world. First issued in 1608, they were created to bring in tax revenue to help the city recover from the frequent floods the occurred. Each sheet measured 8 ½" by 11 ½" and cost 4 soldi. These sheets were the only legal way to communicate with the Venetian government. They could be used as an envelope or could be written upon, folded and mailed.

7On 6 June 1810, a slope beside Long Pond near Glover, Vermont gave way. Two billion gallons of water rushed out, creating a flash flood and a path of destruction all the way to Lake Memphremagog, where it ended, 26 miles and six hours later. The cachet shows the runaway waters and a runner (who really existed and was named Spencer Chamberlain) racing to warn the miller's wife of the coming flood. In the raging waters are seen animals and uprooted trees. The pictorial cancel shows Chamberlain and the runaway waters.
8This semi-postal stamp, China/PRC 2894+label, was issued to support the fight against the 1998 Chinese flood and to relieve the victims of that flood. In 1998, the whole Yangtze River basin was struck by the most serious floods since 1931 and 1954. There was great damage, but millions of soldiers and civilians bravely fought the floods and rescued the victims under the leadership of the Party Central Committee and the State Council. Many other Chinese citizens made contributions in cash or in kind to support the fight against the flood. To commemorate the fight against this disaster and to raise funds for the flood-ravaged areas, the State Postal Bureau issued this semi-postal stamp. It is somewhat unusual since the tax portion is specified on a separate label rather than on the stamp itself. In the stamp and the label, the zig-zagging forms, like coiled ribbons, symbolize arms in arms in the shape of the Chinese character "zhong" (the masses). The message is that with love and unity, the Chinese people will rise as one to fight the flood. The income from this semi-postal stamp, including both the donation (tax) part and the postage, was for flood relief and to this end was distributed to the appropriate government departments.

10There are many different flood-related postcards. This is particularly true of the devastating 1910 floods in Paris. The postcard images included here, and particularly those from France, are only a small subset of the total number of flood-related postcards that exist.
11Iraq issued a large number of hand-stamped flood relief surcharges in 1967 as highlighted in yellow. At least 42 different Iraqi stamps were overprinted and surcharged (in Arabic) "Aid for 1967 Flood Victims, 5 fils". Various colors were used, and the surcharges were applied in various orientations on the stamps. It was compulsory to use the surcharged stamps on all mail in Iraq during the period 18 June to 18 December 1967. The flood relief surcharge stamps presented here include to the authors' knowledge all the Iraqi stamps that were surcharged, but the variety of surcharge orientations, thicknesses and colors is incomplete. Information about these stamps is scarce. The Scott catalog does not mention them. Furthermore, the authors have been unable to find reference to a significant flood in Iraq in 1967. However, the Michel catalog refers to this set of stamps as being "compulsory" surtax stamps, and includes all the catalog numbers of some of the stamps which were surcharged. The Stanley Gibbons catalog does not list these stamps, but mentions that they were "officially handstamped". There also exists one other Iraq stamp (Scott RA13, not a member of the large overprint/surcharge set) that also mentions "Relief of Flood Victims, 1967". We conclude that the weight of the evidence is that the overprint/surcharge stamps are legitimate rather than illegal, but would love to hear from readers who may have more information about these stamps and about the flood that inspired them.
