1Work began in 1985 on ESA's ambitious Columbus program. It had three main components, one of which was the Polar Platform (PPF), an un-manned satellite that was conceived for the dual role of remote sensing and data relay, with the goal of a mid-1990s launch. Here is an artist's concept of the PPF from 1984. Unfortunately, budgets were tight and all the elements of the Columbus program were eventually modified or canceled. In 1988 the PPF design was scaled back to a smaller satellite based on the French SPOT-4 bus. Then in around 1990 that work was integrated into the design of an environmental-observing platform called POEM (Polar-Orbiting Earth Observation Mission), which eventually evolved into Envisat, whose origins can therefore be traced back through POEM to PPF.
